Handling binary data in TCL

What is the best way to handle binary data in TCL? I have seen it act
strangely or even core dump when faced with a binary file. This can be a
problem with some files, or even a security hole if you are listening on
a socket and someone can overwrite your stack. What is the best way to
deal with binary data in TCL?
