I've not heard many people on the newsgroup discuss attending this or
writing papers, etc. for it.
Are there people out there planning on going to the conference?

Given that I am currently living in Vancouver my answer is yes. And I
hope that more members of the TCT than Jeff and I will come too.

I'd like to attend the conference especially due to the fact that I was asked to
prepare a paper.
However it seems very unlikely that I'll get the acknowledgment for travel.
So the answer is: No I'm not planning to go :(

I might go since I just live in Seattle. However, if it is expensive,
then I won't be able to go, since it will be out of my own pocket.
What is the cost of the conference?
The cost of the conference fees have not been set, as not all the
activities have been set. It will be at most half of what the
O'Reilly conference cost last year (which was $900 for early bird),
and be a better experience for Tcl'ers to boot. The hotel is set
at CAD$140/night (~US$90), which is an excellent rate for downtown
Vancouver (Hotel Georgia - good hotel). These details will all be
firmed up and noted on the Tcl site in the next 6 weeks.
