TCL weakness: file buffers not flushed on "exit"

TCL seems not to flush its file buffers on "exit"; explicite "close"
operations are required to ensure that the output material is indeed written to
files.

I just checked it out for myself. TCL 7.4 in SunOS 4.1.4 and Solaris 2.5
handles flushing properly upon exit. TCL 7.5 on SunOS 4.1.4 has the bug.
I don't know how TCL 7.5 in Solaris 2.5 will react, but I'd bet it won't
work properly either.

I imagined it was maybe a complex called from C problem,.... but the
first try I did hit the bug : (Solaris and Hpux) :
> tclsh7.5
% open bug.out w
file3
% puts file3 "la li la"
% exit
> ll bug.out
-rw-r--r-- 1 dl users 0 May 29 18:36 bug.out
