Installing TCL-TK for windows

I would like to install TCL/TK on a Windows 3.1 PC in Manchester.
Could somebody please tell me the best place to obtain the newest versions and
what other, if
any, software is required and how to install it?

You need Win32s, the Win32 subset for Windows 3.1. You will
have better luck if you upgrade to Windows 95 or Windows NT.

It requires that you have Win32s installed (available at the same place).
