Once upon a time long ago, I thought I read a post here that discussed
how to split a tclkit into a head and tail, then remove one or more of
the packages from the kit, then reassemble the tclkit. The point of
this was to be able to modify the tclkit executable without needing to
recompile it.

My situation is that I downloaded a tclkit from http://www.equi4.com/pub/tk/downloads.html
for an ARM. The trouble is that its a full blown tclkit with tk and
other packages I dont need and I want to remove them.

The site does not offer a Tclkitsh for ARM. So what I want to do is
remove tk from the full blown version.

I am unable to find the previous post and I was wondering if someone
can direct me to the post or reexplain the steps.

thanks in advance

You might find this version of tclkit for ARM better suited:
http://www.evolane.com/software/etcl/

As for manipulating the contents of the tclkit, try this:

http://www.equi4.com/wikis/equi4/218
and
http://www.equi4.com/starkit/sdx.html

Just to be explicit: you can use sdx to unwrap a tclkit into a vfs directory
of the contents. You can then manipulate the contents (add, change, delete)
and use sdx to wrap it up again as a tclkit.
