My wife who works for Boeing thinks that software development in the
US is dead because everything is outsourcing to India.
But I have heard from a fellow student at Renton Technical College
that all you need to know is C# and they snap you right up even here
in the USA.
Which one is right?

I know one quite large project, where development happens in US and Germany
and QA testing is being done in India. The technologies involved are PostGreSQL,
Ruby on Rails, Flash, C++.
The main ingredient in being "up-snap-worthy" is excellent communication skills.
If you're able to grasp what your clients _mean_ instead of what they _say_,
they'll keep talking to you.
