you should try a eclipse startup with parameter -clean

that is exactly what i did, ive added -clean in my link. do you have

I installed Eclipse 3.3 (the base ~140MB on win32) and then I put the
Rexx plugin into the eclipse\plugin dir as the install notes said, but
the RexxWizard were not there.
After some additional plugin install test I found out, that the REXX
plugin require the CDT (C/C++ Development Tools) or one of CDT
component.
So to use the RexxEditor plugin: install the base 3.3, update it with
the update manager and install CDT. If the plugin still missing, use
the -clean startup option. That works for me.
