Hai , i have to create a blog manager sing PHP and MySQL ..
Can someone help me how to proceed. Should i go with any
code available on the net or shud i write the
whole thing from scratch. I think there could be a lot of
scripts on the net but cant find any.

Make it a habit.

Go to Google and search on 'php blog software'. Try clicking on the links
that appear.

No you don't. The world is full of open source blog
software. My personal favorite is Blog by Jonathan

So for several hundred different PHP/MySQL packages you can try out
