ANNOUNCE: alpha version of diagnostics.pm

I have released a CPAN-ized version of the diagnostics core
module. This is an alpha version. You can download and install it as
any CPAN module, but you should backup first, this is an alpha version!

Highlights:

- You can choose a foreign language. Error messages still appear in
English, but the explanations are translated. For the moment, only
French is available.

- You can choose to explain the error messages from a module, instead
of, or in addition to, Perl's error messages.

- If you want to know how the module operates, debug options are a bit
more ergonomic.

- A few bugs have been fixed.

Black Spots:

- This version requires Perl 5.6.0 or more. It does not work with Perl
5.00503 or earlier.

- This version does not work (yet) on VMS, Mac OS Classic, OS/390 and
other strange architectures. Yet, if a kind person teaches me how to
build a pathname, and to check for the existence of it, the module
could work on such systems.

- In 5.6.0, make test gives a few harmless "NOK" results.
