Hi

What steps to do when CPAN report an error?

1. cpan[1]> clean
2. rm -rf ~/.cpan
3. https://www.cpan.org/misc/cpan-faq.html#How_report_bug_module

The right answer might be: Read what the error message is and solve the problem.
I think I have tried that but there must be something generally wrong with my cpan installation. I even tried removing (rename) ~/.cpan without luck.

So my first question is: Where do I start learning to fix cpan build errors?

Second question if the first question does not solve it: Module::ScanDeps

cpan[1]> install Test::Requires
Running install for module 'Test::Requires'
Running make for T/TO/TOKUHIROM/Test-Requires-0.10.tar.gz
Has already been unwrapped into directory /root/.cpan/build/Test-Requires-0.10-fsacgn
Has already been made
Running make test
Has already been tested successfully
Running make install
Already done

cpan[2]> install Module::ScanDeps

Yes!

Actually my goal was to install PDF-API2-Simple and ScanDeps was just one of the errors. Now I have manually insatlled:

CPAN-Meta-2.150010
File-Remove-1.58
Module-Install-1.19
Module-ScanDeps-1.27
PDF-API2-2.037
PDF-API2-Simple-1.1.4

as some of these gave errors during make and PDF-API2-Simple is working now.

So what is the conclusion?
"If the cpan program fails, install manually"

I could not reproduce your issue with a more modern Perl and CPAN.
You might try upgrading CPAN and its dependencies:
<URL:https://metacpan.org/pod/distribution/CPAN/scripts/cpan>
# cpan -O
