Documentation for calling MSCDEX - where?

I have a source in Turbo Pascal to a program someone wrote to access a
CD-ROM, and it shows some of the features using the MSCDEX driver. I
would like to find out if there is some documentation (hopefully
accessible to me) on how to access MSCDEX in order to use more of the
programmable features of a CD Rom. The program I have has such features
as select track, select point on disk to start playing, eject and close
drive, etc. Fortunately, I was looking for a program in Pascal so it
was exactly what I needed. (For someone else looking for it, it was at
<a href="http://oak.oakland.edu"> the Simtel collection</a>, either under
MSDOS or CDROM, with a name of CDROMCOM.ZIP.

I would like to find out if there is a list of features someplace. I
tried {www,ftp}microsoft.com and all I could find was a program to tell me
if a particular drive IS a cd-rom. I would like to know how to program
the drive to access its features, or how to use the features from a
program.

There is a reference on Microsoft's FTP/WWW sites, supposedly to an
information file called DR0498.EXE, a self-extracting archive that is
supposed to be accessible from there that might have information for
someone creating a new driver and how to interface to MSCDEX, but that is
probably further down the food chain than I want to know.

I am also interested in how to translate the track sizes of a song into
the actual times, or whether this information is available from MSCDEX
instead.

I'll check back here a few times over the next few days, to see if
someone has an answer. Thank you for any assistance you might be able to
offer.
