No. At the very least you need BP 7.0 - and you should get the upgrade to
7.01. And if you have to buy a new version of Pascal and you want to make
windoze apps, you should find out whether you would be better off getting
Delphi.
Don't ask me what Delphi is- all I know about it is what I read in this
newsgroup.
Short answer, NO.
Long answer, No, but if you get Tp for windows yes. You will find that
programming with the windows version will be as easy or as hard as you
like.
There is a unit, I beleive called WinCrt, which basically ports your DOS
programs to windows. You will still be running text based. I don't know
if any mouse routines will work. I suspect not.
If you want to write real windows programs you will need to use the
object approach, somewhat harder. Check out the TurboVision examples that
should have come with Tp7 for DOS. TVis is simular to object programming
with TPwin.

where and if not, should I call Borland? (is it worth the trouble?)

It was a bug fix release, with no new features. A
description of some of the bugs that were fixed (and some that weren't) is in
bp7bugs2.zip at garbo.uwasa.fi:/pc/turbopas.

You can't get it from an ftp site. It's definitely worth getting, if you're
interested in having your programs give correct answers.
