The CMUCL do not have the Window version. If I install a Cygwin on the
window, can I use the CMUCL?

AFAIK, it wouldn't be easy to do.

It would be easier to use SBCL on MS-Windows which is a fork of CMUCL,
but even SBCL is only currently being ported to MS-Windows, so it
might not work perfectly. http://sbcl.sourceforge.net/

yes SBCL on windows seems buggy; but I don't know about 'currently',
it's been around (at least I've been using it) for over a year on
win32.
Another alternative is Clozure CL for windows, which seems to work.

No. Some additional alternatives are clisp, ecl, and gcl. Don't
forget about the commercial ones too. There are probably others that
would run Windows too.
(Having said that, I did get to try Carl Shapiro's port of cmucl to
windows some time ago. Seemed to work, but definitely was not
complete.)

Use Linux, or Solaris, or FreeBSD, or a lispm...
Build your house on rock, not on sand.

Clisp still works best but is still slower than sbcl. I myself never
had problems with sbcl under windows, except that it is not the newest
version, that is, some libraries rely on newer features of sbcl, which
arent there yet. ECL has problems under windows right now afaik.
Another free alternative to mention is abcl, which runs under java,
but is still under heavy development.
As I said, I never had problems with sbcl under windows. And clisp
works perfect. Still, there are also the commercial implementations,
namely Allegro CL and LispWorks. I myself like Allegro CL better, but
thats a matter of taste.

free version of Microsoft Visual Studio
