In Netscape 3.0 and higher, you can select :
Options-Network Prefs-Protocols and check "Alert before accepting a
cookie".

1. Checkbox alert before accepting a cookie in Options/Network/protocols
in NN 3
2. Write an empty cookie file and save it as read-only
