If I want to set up a secure web page (one which pass a credit card
number in a form), is that related to the way the page is programmed
or is it completely a function of the web-server.

You would have to use ssl which is not so simple to comprehend.
However a credit card validation can be done with a JS and you can download
cgi to process any purchases.
SSL is dependant on the server.
