IMSL appears to be commercial software... so as an Open Source
fan, I prefer to install an Open Source equivalent for it.
Knowing that we mainly work in Fortran 95 with g95 and gfortran
on a Debian GNU/Linux stable system, what would be a valuable
Open Source alternative for the IMSL Numerical Libraries?
Preferably installable on Debian with a simple aptitude install
<packagename> ?

There is the huge collection of stuff at www.netlib.org, most of which
you may need to build yourself. The slatec library is a nice collection
of things you may want.
I wonder if anyone around here has tried the Gnu Scientific Library
(GSL) from Fortran. It was designed to be called from C, but there seems
to be an interface project called FGSL

You could try the GNU Scientific Library (GSL), which should be available
on all Linux systems. It is C-based, which may affect array & string
usage between Fortran & C. Other than that I think that you would need to
locate an equivalent routine and compile it. Netlib (www.netlib.org) is an
excellent starting place. I'm not sure what IMSL or NAg offer that Netlib
and partners doesn't provide some reasonable alternate for; the
documentation was of poor quality in Netlib, and while copious wasn't
great for quality with IMSL and NAg - but that was 10 - 20 years ago.
