(800 x 480 preferred), we (MPE) would be grateful to hear

Would you be "grateful" in the sense that you would pay for this?
Or are you expecting to leverage your exulted position as the Forth-200x
chair-person to get the work done for free?

Not surprisingly, the website that discloses this is in Red China.
Are you expecting somebody to use this stolen intellectual property
to write your Forth driver for you?

Novatek is a Taiwanese company:

Have you tried contacting Novatek?
Did they expect to get paid? Is that the problem?

Novatek is not going to warranty their chips if you use your own driver.
It is possible that Red China has already reverse-engineered their chip though,
so you won't buy from Novatek anyway --- buy a cheap Chinese knock-off instead.

It is what is says - a preliminary spec. Not that uncommon as
anyone who has chased data sheets for free would know. Nor is
it uncommon for a Taiwanese company to have business links with
China.

Were you planning to write a forth driver since you were looking?
It's possible Novatek may send you the official spec at no cost
were you to ask nicely.
