Can anyone describe what Eiffel is like as a programming language (what
makes it distinctive) without referring me to the FAQ?

First, I should declare that I am not a software professional; I am a
civil engineer and my only interest in programming, or even computers, is
to help me understand the environment in which Civil Engineering occurs.

Eiffel allows me, and, I believe, anyone capable of grasping any
technical subject, to express their knowledge and experience in a dynamic
form that can also be read by others in the same dicipline. It thus
serves two purposes: simulation and communication.

To go with Eiffel I recommend Seamless Object Oriented Software
Architecture by Kim Walden and Jean-Marc Nerson, isbn: 0-13-031303-3.
