Goanna Release 0.4 (incorporating XML-RPC and Log4E)

- a port of the Jakarta Log4J logging framework
- extensive use of the new GOBO build and test tools
- a number of utility classes
The implementation of SOAP is not yet complete because of the new
specification's use of XML Schema, however, web services can be built using
XMLRPC!

o Fixed FastCGI response handling for responses over 65535 bytes. Reported
by Harald Erdbrugger.
o Now using geant and gexace build files. This requires the CVS version of
GOBO.
o Log3e implemented. Complete port of Jakarta Log4j.
o XMLRPC implemented.
o Restructured source and example trees.
o Many bug fixes.
