This was a pleasant surprise to find this on the web:

https://medium.com/@sousandrosilveira/installing-gnucobol-3-1-on-windows-1bf27c9b2280

Or if that link is too long, try this tiny url:

The method described on this web page installs permanent environment
variable changes for GnuCOBOL.

Another option is to simply create a desktop shortcut to the
"set_env.cmd" script in the GnuCOBOL compiler folder. That will create
temporary environment variables for the current CMD.EXE session, and
leave the CMD.EXE window open for compiling and running GnuCOBOL programs.

Also, there's an interesting discussion thread on the SourceForge
GnuCOBOL forum: "What's the best editor for GnuCOBOL?"

https://sourceforge.net/p/gnucobol/discussion/help/thread/b0c890ae7b/

Several people are advocating for VS Codium, which is the open-source
base for Microsoft Visual Studio, but without any Microsoft proprietary
code or telemetry. There's an open source Extension available for
Visual Studio or VS Codium to support COBOL syntax coloring and
customization. And there's an open source extension in development to
use the Gnu Debugger inside VS Codium with GnuCOBOL.

Kind regards,
