You perhaps mean Realia (Computer Associates) Cobol?
The compiler executable has been called realcob.exe since
first introduced.

Computer Associates activly markets it, it is still the
fastest compiler out there.

You can get more information from the CA website at:

Although their marketing is directed towards using it for mainframe
development (develop your code on the PC and upload it to the
mainframe), it's an excellent compiler for PC applications.
