Again write application in VB.NET.
its a complete rewrite and you will miss some functions from clipper.
Here are some tips
Check your data structures, remove things not used anymore.
Setup ADO and create some classes to read/write/search your data (like
customer with .getrecord, .saverecord(), depends on your needs)
Start creating forms (form classes) to search and edit your data
Remember that as far as I know VB misses the "datecheck on entry" you are
used from clipper, you have to create / buy classes.
Start building your reports
There is/was a foxpro project ("vbtoolkit") that offers some foxfunctions
(which are similar to clipper) on vb.net, like arrays, strings, and so on

Shouldn't you try Visual Foxpro first? And I think C# is more like
Clipper than VB.Net.

If you're going to convert Clipper to a dot NET app..... use Visual Studio
and Vulcan. ( Vulcan is at least an xbase language and would convert way
faster than a complete rewrite to VB ).
There's a free trial at http://GoVulcan.net which includes Visual Studio.

Try Vulcan... it IS the closest to Clipper you can have and still be able to
use visual studio to produce a NET app. http://govulcan.net for a trial.
I was VERY pleasantly surprised when the product was released. I started
using it oh maybe 3 or 4 months ago and have already converted 3 clipper
apps. ( they were small apps, but they converted very quickly )
