Two days ago my comms pc was hit by a massive power surge that took out the
hdd and motherboard. I'm installing all new stuff and the user name and
serial number are not working for the newsreader. (outlook express). Is the
server down?

It seems to be working in UK for me.
For most of the newsgroups on news.softvelocity.com you dont need a user
name or password, at least I am not using one.
