Microsoft Map Point does this offline exceptionally well on a desktop
and almost any of the hand helld devices do this for in vehicle
navigation. There might be ways to make money at this but you have a
whole lot of others already beating you to the marketplace.

With the new GPS smart phones there are other applications out there
now. PathAway comes to mind. You can already do this with a web link
if you can form a proper HTML string you can do it in MapQuest using
ShellExecute. I do location of addresses that way. It becomes a few
lines of code.
