what is the best basic compiler?

I know qbasic but it cannot use the mouse or MIDI sounds. I want to
write basic programs for Windows XP and use the mouse and MIDI. Also
it would be nice to be able to compile. Any suggestions? My budget is
small, so cost under $50.

Liberty BASIC can do what you need on your budget, or it's little
brother Just BASIC may also meet your needs, and it's completely free.

May I also suggest FreeBasic. It is 90%+ compatible (maybe ever 95%+)
It will do everything you want (I have just posted a collection of MIDI
routines on the QBasicNews forums while another person has re-do the
PLAY command using MIDI) and its .... Free.
