Does anyone know of a way, I'm assuming it's going to have to an API
call, to detect when a music file starts playing and when it ends in
VB6?

I'd like it to be generic so I can use it with whatever program
happens to be playing a music file (Win Media Player, WinAmp, Cool
Edit, etc.).

Any help you give or point me in thr right direction, would be
appreciated.

How would you know a music file is playing and not sound from a movie, a
wave file, a system sound?

I'm not sure you will be able to accomplish this. You may be able to
monitor output from the sound card but I don't think you would have no way
of knowing if the sound was music...

One option you may be able to do is monitor activity on MP3 files and go
under the assumption that the file is always music.
