For a really good vendor supported but inexpensive S/390 cross Assembler,
check out "http://www.tachyonsoft.com/tachyon".

Dennis,
There is a public domain S370 assembler. Some years ago, I got a
copy from the NasPA system, but you have to be a NasPA member to access
it. If I recall, the file name was PC370.something. If you can't find
it, email me and I will see if I can get a copy and forward it to you.

There is/was another freeware mainframe assembler for PC-DOS, written by
Amdahl and Delta Airlines. It was on Delta's Web server I think. Alas, I no
longer have the URL. The zip archive was 4 or 5 megabytes in size, so it was
a mother of a download.

If you want to do S/370 on an pc, then just buy the MF/370 microfocus
product or the Tachycon OS/390 product and be done with it

For small experiments and casual tinkering there is an online 370 assembler available at <a href="https://vintagebigblue.org/Compilerator/ASMF/dosvsASMFCompile.php"> VintageBigBlue.org</a>.
