Is my PC monitored by MS?

My ME cannot run network command such as netstat, ping, and tracert.
Upon checking further, found that my PC is auto-connected to
207.46.249.61:80.
It point all the way to MSN netwrok as shown below.
Is my PC being monitored by MSN?
Your advice is appreciated.

1) Run netstat and found that my PC is auto-connecting to 207.46.249.61:80
