HAGERSTOWN, Md. — A brig commander has broken military rules and ignored the
lockup’s own psychiatrist with 23-hour-per-day confinement of an Army private
suspected of passing classified documents to the WikiLeaks website, the
soldier’s lawyer said Friday.
