"heard before" - repeat interval?

If you say "not interested ... seen before", I'm convinced they still
serve it to you again eventually. Anyone know anything about the
algorithm used?
I sometimes wonder if saying "seen before" is _less_ effective that
saying "not interested" but _not_ giving a reason. Any thoughts?
