who turns off comments?

I always assumed it was the poster who turns off comments, but I've just
seen one (https://www.youtube.com/watch?v=ScELaXMCVis) where "Comments
are turned off.", but the text starts "Please keep comments"…, so
obviously the poster was expecting comments; so, what gives?

And who impedes commenting???
My comments don't get through. (Once I tried various times, in vain, and
got a spam warning from YT. I'm a regular contributor, moreover!)

I'm also puzzled why it often shows a number of replies higher than the
number of replies it shows (including sometimes showing there is a
reply, but when you click all that happens is the little blue arrow
turns round, no reply actually appears; even if someone had somehow
entered a null one, it ought to show their username).

Thank you. Yet another example of "your questions and complaints can be
sent... nowhere (we can send you ours, however)".

My guess is that the video was marked as "For Kids", which turns off the
comments and fills the sidebar with garbage. Either that or it somehow
violated the ToS.
