Google offers a web wased interface to the classical newsgroups ( they
bought once from deja.com ).

Does google also operate nntp server ?
If so, how is an account to be created ?

There is no NNTP access offered by Google. The newsgroup
alt.free.newsservers is where free public NNTP servers are discussed;
there are also several news-servers that make a charge.

Google operates an *internal* NNTP server.
Google does not allow public access to its NNTP server.

You can't.
