Windows 7 with USR serial modem using USB to Serial adaptor / cable

I have recently upgraded from Windows XP to Windows 7 and want to connect modem (through a USB to serial cable) to do dial-up. Installed usb-to-serial cable driver, plug in modem and Windows 7 recognize as "Other Device". The name is "Courier V.Everything Ext".
Problem is Windows 7 doesn't see it as a modem device so I cannot create a dial-up connection as no modem was found.
