Strange Symbols On Apache Server

I am getting super-strange symbols, specifically "Â" and "â€" in my
Apache pages, served from my mac. This happened after I updated from
1.3.x to 2.x (2.0.52?). I have tried changing the charset from latin1
to latin2 and I found no difference :(

The error is present in all pages. Make any sense??

Now this is getting freaky...I think thee error is only present in XML,
or non-html. Because the html pages are shpwing without symbols.
Ahhh!

Also, PHP isn't working since the update. Should I just try to install
a binary over it?

Ok. I fixed PHP :) BUT... Still... THE STRANGE SYMBOLS. Any help?
