I am also interested in coding standards for other non-European
langauges, (Hebrew, Arabic, Chinese, Korean, etc.), though one can
always use a GIF (not very efficient, though).
I am interested in making a multilingual server. A small demo may

As yet, I only have simple English and French versions. Contributions

Russian is a real pain because there are three conflicting encoding
"standards" (surpising it hasn't brought out the tanks yet) -- KOI-8
common in the unix world, "alternativny variant" used in DOS, and
lastly a Windows encoding.
The problem is that a web client can't tell which encoding is used and
if you happened to have a wrong font, all you see is gibberish. A
common solution by web writers is to include all pages in triplicate
with pointers from the index page (saying something like "If you can
read this, click here") to make sure everybody can access at least one
set of pages.
Font selection is rather easy if you have a Windows client -- you don't
have to patch anything, just get a set of TrueType fonts (there are TT
fonts for each encoding) and try each one until you get a readable
page. FYI, relcom.* news groups use KOI-8, and so does kiae.
I'm in the process of making a web page on the music and lyrics of a
Russian rocker Boris Grebenshikov -- you'll find a link on my home
page. It's mostly English now (with KOI-8 lyrics) but when done, it
will be readable with any Russian font.
