User Log on accepted, but no options appear

We have a work website where interstate users log on and receive
further options. One of our users logs on, and is accepted, but no
further resource tabs become availble.

They are using IE from their server. All the workstations work
correctly, ie users log on and can see the further resource tabs, but
not the server. Felt the problem was with the cookies, but couldn't
see any incorrect settings?

Suggestions please!
