Why the occasional "click" noise when clicking on something.

I've found that generally, clickable things made by HTML (links, buttons,
etc.) will actually make a sound when you click on them. Whereas,
clickable things implemented via script (buttons, links, whatever that use
onclick="someScriptFunction()") do not make the make the expected clicking
sound. I don't know how exotic that is... :)

Incidentally, I believe the click sound is start.wav, for what that's
worth.

When I click on any clickable thing, I don't hear any sound.
So I went to "control panel | sound", and I found "start.wav".
But when I played "start.wav" by clicking the "Test" button, I
didn't hear anything. So I opened "start.wav" with "Sound Recorder",
trying to increase its volume. But, alas, every command under the
"Effects" menu, including "Increasing Volume", was dimmed out.

Anything goes wrong?
