Have you checked *carefully* whether the "pagebreak-before: always" style
is invoked correctly (i.e., with correct grammar/syntax/punctuation) in the
CSS script and is required correctly in the [X]HTML?

Alternatively, in lieu of that style invocation, you might try the
(non-HTML) MobiPocket-specific tag: <mbp:pagebreak/> .

To be honest, don't know how to check. The xhtml is viewed using opera
and don't know how to test this, except to compile the epub file and
view in calibre to see if a page break is being created.

Jonathan offers one how-to-check suggestion. Here's another: visit
http://validator.w3.org and (after scrolling down a ways) find the links
there for checking/validating CSS. (Btw, using v.w.o. for your HTML can be
quite eye-opening, as well :-) -- I've learned tons from its use!)

I dare say. This was my diplomatic way making OP aware of v.w.o. at all,
and of suggesting OP might profit from v.w.o. rather more generally :-) .
