Why my website Keywords is not ranking and still in the same position?

Hello Everyone, I am an SEO executive and working for clients projects.
Can you please tell me why my client website's keywords are not ranking?
Keywords are not moving up. They are still in same position while I have done all off page SEO like blogging, Article submission, directory submission, classified Ads, Forum posting, social media submission, SBM, Search engine submission, Question and answers, etc.
Actually we are on the fourth - fifth position and not moving up while there are three web url of single site is ranking on 1, 2,and 3 position.
Did Google make changes in keyword ranking algorithms or crawling algorithms.
Please help me.
