I want to develop a Kiosk applicaiton for reservation purpose. Is
there any specific development tools available for this. How can I
restrict the user from accessing my operating system features. How a
Kiosk different from a normal PC other than the additional features
like barcode scanner and touch panel. Is it possible to use t3 and
iiop protocols from a kiosk application. Please provide information on
this.

There are several ways to restrict user access, both hardware and
software and combination of. Kiosk keyboards (like those from KIS)
come with actuator switches which allow you to enable or disable
typical Ctl-Alt access key combinations. See http://www.kis-kiosk.com

Software wrappers off the shelf can do that very configurably. Wrappers
from Sitekiosk, Info Touch, Kioware, Netstop, and SurferQuest to name
some.
You can also "roll your own" by adjusting the registry entries (if
Windows O/S) and/or using javascript.
For the protocol support, the short answer is yes. .NET on a kiosk for
an application is common. Also the Corba implementation you could even
get to via J2EE/EJB.
Companies like Nanonation and St. Clair are very skilled in this and
you might consider using them as consultants if your project allows.
