There are various other SDTS related utilities on the same site.
The commercial FME software also includes SDTS support now.
(disclosure: I wrote it for them on contract). I also maintain a free
library for accessing ISO8211 (the encoding underlying SDTS) if you want
to build a translator of your own.

MapInfo does not yet have direct import capabilities for SDTS data (.ddf),
but there are several third-party solutions.
The SDTS tutorial and translator documents are at

with a section on how to convert SDTS DLG data to MapInfo format.
