Design elements not replicating for certain users

I have a user who is not getting an update to a view. I have tried
everything; deleting the view and adding it, etc. Why would this
happen? What can I do to fix it?

Try this:

In designer open the list of the views.
Right click on the view (with the problem)
Open the design settings
Look at the 3rd tab (design) which options are checked or not

Maybe this is the reason
