Can't access database locally

I have a databse that is replicated throughout our organization
locally. I am in the Admin group for this database. Enforce consistent
ACL is checked. I can access a local replica that is created under my
ID, but not one that is created under someone else's ID.

I remember in R46 there was a security problem with cascading address
books. My understanding was that was fixed in R5; the Admin group to
which I belong is of course in the PNAB.
Any help would be greatly appreciated.
