Agent Security Question

I have written an agent to forward emails to user's voice mail system.
I added this to the mail template (and made sure that it is prohibited
from being updated) and it propogated out to all the mail templates.

But when it runs for other users (not me and not other administrators)
I get the error in the log that says that this agent failed
because "You are not authorized to perform this action" or something
like that.

So I went to the PNAB and added my office group to run restricted and
to run unrestricted agents. But that didn't change anything. What is
the problem?

1) Have you been granted ACL access to everyone's mail database?

2) Take your office group out of the "Unrestricted" agents field in the NAB
if it's only there to support this agent. The difference between
"Restricted" and "Unrestricted" agents is that "Unrestricted" agents are
allowed to access the OS (including setting environmental variables). You
agent doesn't sound like it needs this type of access.

3) This sounds really fun! What text-to-speech software are you using? I
know Lotus is working on a Unified Messaging solution, but I don't think
they've officially announced their product.
