Major problems trying to install Notes 6 with MacOS X 10.3.4 (Panther)

After two days of trying, I have yet to get Notes 6 working under OS X
10.3.4. I have tried two systems and v6.02 and v6.51 of Notes.

Notes installs on both systems. But after install, on one system
Notes says that it open "names.nsf" because it does not exist.
Uninstalling and reinstalling does not help. Removing prefs,
rebooting, and repairing permissions do not help either.

On the other system, I get past choosing my ".ID" file but once the
main window opens I can't do anything--whenever I click any menu or
icon, I'm told "This function is inappropriate for file system
directories." This 2nd system is a brand new fresh install of MacOS X
on a brand new G5. Again, uninstalling and reinstalling, removing
prefs, rebooting, and repairing permissions do not help.
