I'm not sure what you are asking. Do you want to connect a new user
to your server only via modem? Or is this an existing user that wants
to access the Notes installation from home? If the former, the best
thing to do it detach the ID file from the person record (assuming it
is there, otherwise get the ID file on a floppy somehow) and then
install Notes on the client, tell it that the ID had been provided in
a file and that you will only be connecting via modem, it should work.
If the latter, you need to do much the same thing, but it would be a
good idea to bring over any DB's you want replicated as well, because
you don't want to try to bring those over a phone line.
