The SMI file is stored on your personal icon directory. You have to
1. Create a shared Icon Directory on the network server or a shared
drive
2. Transfer the shared icons to that directory
3. Change the WinIconPath=[Shared Icon Directory) setting in the
NOTES.INI of each user
You probably have to make the SMI files read-only if you want to keep
users from changing them.

You need the .BMP (icon) and .MAC (macro) of each icon stored in a shared
directory as well.

Below are some tips I wrote once on Smarticons:
TIPS on Smarticons:
TIP: New Smarticons cannot be "added" by using the Tools Smarticons dialog
box to those that show in "edit Smarticon" box.
Instead, you create and copy the new icon in a .BMP file format into the
Notes/Data directory ( in Notes\Win directory for WFWG). You must
relaunch Notes for it to recognize the new Smarticon .BMP. Then the new
icon will show up in the edit Smarticon box next time you open it. We
were able to do this by copying a standard Windows .bmp file to the
Notes\Win directory, and the Smarticon Editor could then show it. You
then should add a title, and then either create a macro with the same
filename (ending in .MAC) or enter a formula in the Edit Smarticon box.
TIP: Icons cannot exceed 22 by 22 pixels.
Any larger size icon will be cutoff.
TIP: Location of Smarticon files
All Smarticon files are individual *.BMP files. The courseware says they
are in the Notes\Data directory, but in our Windows for Workgroups
installation, we found them in the Notes\Win directory.
Smarticons are useless unless they have an attached formula to tell them
to do something. The formulas are in separate *.MAC files in the same
directory as the Smarticon files, and have the same name, just a different
extension. Thus, if you look in the proper directory, you will see both a
.BMP and a .MAC file for the same Icon name if there is a formula/macro
for it.

You need to take care of three things -- the SmartIcons themselves
(*.SMI files), their corresponding formula files (*.MAC) AND (this is
the critical one) a "picture" of a desktop that has stored all the
customized bars you want the users to see (doesn't have to be the
active bar) -- this information is contained in the LTSICN.TBL file.
All these files live in the NOTES\DATA\WIN directory. Once you've got
what you need in all these files, you'll need to create an install
script to get the proper files into the user's directory (or a routine
to add them, overwriting what's there).
By the way, to create a new SmartIcon image, you may have to use the
SmartIcon designer in AmiPro (don't know if WordPro has it or not);
1-2-3 r5 also has it (it's also available in the Mac implementation of
Notes, but not the Windows version -- go figure!).
