Your user.id file is unique to your Notes account. You have 2 options:
either detach a copy of your .id file from your entry in the public address
book or contact your Notes admins for a copy of your id.
Once you get the new .id file, place it in your \..\notes\data directory,
then delete the other 2 .id files. Launch Notes. Point to this .id file
when asked which one to use. This should solve your problem.
