Encap2.ond file Attachment

Hello!
I have some seriously annoying attachment issues. Some users are
getting this "encap2.ond" file attachment. When they try to launch the
file it does not allow them to. I made sure the in the person document
the user is set to "notes" and not "internet and notes". Any
suggestions?
