Another thing you could try is disabling soft deletions.

Here's what I did wrong.
I installed Notes, created a new user, logged out, then copied the
user.id file over top of the new user.
Here's how you should transfer mail accounts after installing Notes
onto another system.
-Create the new user.
-Log off once Notes completes its initial setup
-Rename the original \LOTUS\NOTES\DATA\USER.ID
-Open Notes
-Select the renamed USER.ID
-Copy over the original USER.ID and the database files to a new
directory
-Go to Security-->Switch userID
-select the original user.id file and login
-Go to File-->Database-->Open Database
-Open the respective database file
